Lord Hannan is famously wrong a lot, so even by his standards this is impressive. Johnson is known to be incredibly tight-fisted, he sacked Michael Gove because of a long standing grudge, is maliciously briefing against Sunak and his Brexit deal is in shreds. An attrocious record
