02. Arbitrarily defined “foreign forces" The State firmly opposes any form of intervention in the affairs of the HKSAR by any foreign countries or foreign forces, and takes necessary measures to counter it.

03. Urging Article 23 legislation The maintenance of national sovereignty, unity & territorial integrity is the constitutional responsibility of the HK. The HKSAR shall complete the national security legislation procedures as prescribed by the Basic Law of the HKSAR asap.

04. A new secret police branch in HK According to need, the institutions in the Central People’s Government relevant to the protection of national security will set up institutions and take the responsibility to protect national security according to the law in HKSAR.

05. Prohibit behaviors claimingly harmful to national security The CE shall take the responsibility to maintain national security in HKSAR; develop national security education; prohibit behaviours which harm national security according to the law, and regularly report to the CPG.

06 Directly implementing the law in HK without legislative scrutiny The NPCSC is authorized to formulate corresponding laws for establishing a sound and complete legal system and implementation mechanism to protect national security in HKSAR.
