Short summary: NM reporters were scoping out Dover's property (on govt land) & found an illegal structure; the cops were called & they were arrested for 'loitering'. It later transpired he'd also (illegally) rented it out. But I've done some digging & there's a lot more to it:

Today HK's police chief took the opportunity to address Yuen Long District Council by publicly shaming a rape complainant & confirming the police are pursuing her arrest for 'lying', & claimed the police 'did nothing wrong' when a suspect died of negligence in custody. Sickening.

In her press conference Carrie Lam decried pro-democracy activists for 'spreading lies' & 'stoking hatred through propaganda posters' ...while in front of a huge propaganda poster proclaiming 'The Truth About Hong Kong', without a hint of irony. Orwellian doesn't do it justice.
