Famitsu has more details on Nomura’s decision to make KH4 instead of Verum Rex:
Yasue said it will be difficult to make two separate titles at the same time, so they ended up giving priority to KH4. This means a Verum Rex game is still a possibility should the opportunity arise

According to Famitsu, Kingdom Hearts Melody of Memory takes place 1 year after the events of KH3.
Since KH4 is a direct sequel to MoM, Sora looks older (likely a year older). However, the stylistic change is also due to the fact that he is in Quadratum too. #KH4

It's interesting that Kingdom Hearts 4 thus far has been introduced with the world Quadratum (Quad = 4) being a "World of Death" 死の世界 where death (死shi) in Japanese shares a synonym with the number 4 (四shi).
