TLDR: production committees collude to cap budgets so they can remain in control of productions. Even when they get big cash injections from the outside, those don't increase budgets, instead they fund new productions with the same capped budgets.
So as more money goes into the Japanese animation industry the profits don't trickle down. Animators aren't rewarded with higher salaries, just more work at the same capped salary.
By the way this is also how automation affects all industries (not just art, but everything). As work becomes automated, jobs get cut and the people remaining are just expected to do even more (with the aid of automation).
