The bounties might seem weird at first, but it makes sense. The Government wanted to cover up Luffy's identity as Nika, so they gave them equal bounties to make them look so. But since Morgans had the poster printed anyway, the plan just backfired with the bounty staying the same

Just as I did for my design before he appeared in the story, Oda based Ryokugyu's design (just like all the other Admirals) on a famous Japanese actor, this time being Yoshio Harada. Here's the analysis I wrote of him likely being based on Harada in 2018, down to his name Aramaki
