Looking at many other games, you don't have to ask for company approval to run a small community event.
The way that they write the first part of SFV guidelines is really bad too. IF YOU DO NOT AGREE TO THIS AGREEMENT, DO NOT USE SFV FOR ORGANIZING OR HOSTING A TOURNAMENT.
