A lot of people have complained about this issue with Seer's tactical – being 'hit' even when outside of the tunnel.
But, this is likely due to a connection/lag issue, with the server not updating fast enough, rather than a bug with the ability 🤷♂️

How to counter Seer in Apex Legends Season 10:
1. On the main lobby screen, press ESC/back
2. A menu will pop up with 2 options
3. Select 'Exit to desktop'

Respawn are working on a "significant update" to the "whole progression system" in Apex Legends.
This will include an increase to the level cap, with "a couple small changes" as well as bigger changes to progression mechanics which are not ready yet.
