Without either a representative mandate, nor the ability to govern, nor full and actual control of sovereign territory, nor any legal basis for its seizure of power (and in fact breach of military-designed 2008 constitution), SAC is just an occupying force pretending to be gov.

(2/6) Their formal titles (such as ‘Foreign Minister’) should not be used. They should be addressed using regime name such as ‘representative from SAC’. In documents and meetings, delegates from SAC should be strictly referred to by the regime’s name (SAC) rather than Myanmar.

(3/6) At the same time, ASEAN Joint Communiques and Joint Statements should not be issued. Rather, communications from ASEAN should be in the form of “Chairman’s Statements” or “Summary of Discussions.”

(4/6) Individual ASEAN countries should be allowed to issue separate country statements alongside Chairman’s statements to give individual member states the chance to strongly rebuke the SAC’s standing.

(5/6) At the bilateral level, individual countries could choose not to replace their returning ambassadors and allow their missions in Myanmar to be placed under the care of a Chargé d’ Affaires (as Singapore did after Lon Nol’s coup in Cambodia in 1970).

(6/6) The SAC’s appointed ambassadors could also be subjected to delays in reception and credentialization by ASEAN member states.
We appeal to ASEAN policy makers to consider these diplomatic details in engaging with the junta.
